With open eyes: sustainable assessment skills in higher professional education (HPE)
The ‘With open eyes’ project was initiated upon request from the Netherlands Association of Universities of Applied Sciences. This project is aimed at supporting universities of applied sciences in the sustainable implementation of BKE/SKE professionalisation for HPE teachers and the Graduation Protocol 2.0 (quality of graduation programmes). BKE stands for Basic Qualification in Examination Competency, and SKE stands for Senior Qualification in Examination Competency.
Objective
Our starting point is the ‘Zienderogen vooruit’ (‘Eyes forward’) report from 2017, which issued recommendations on the sustainable implementation of BKE/SKE and the Graduation Protocol 2.0. Our research is also incorporated within national research into the implementation of BKE trajectories (2017) and the pilots of the Graduation Protocol (2017).
Results
- Strengthening the national assessment qualification network and the cooperation between universities of applied sciences.
- Development of tools and instruments for degree programmes and universities of applied sciences to work (better) with the Graduation Protocol 2.0, and to improve and safeguard their graduation quality.
- Insight into what 'sustainable assessment qualification' signifies for universities of applied sciences and how this can be given shape in BKE/SKE programmes.

Approach
All universities of applied sciences are represented in the ‘core group’ of this project. In this core group the universities collaborate on developing methods and tools, as well as on starting up the accompanying research. Three times a year, we organise regional meetings for all universities of applied sciences. Participants can then start working with the results of the project.

We collaborate within the framework of the Landelijk Netwerk Toetsbekwaamheid (National Assessment Qualification Network) (in Dutch). Our client is the Netherlands Association of Universities of Applied Sciences. Project management is located at HAN University of Applied Sciences in Arnhem and Nijmegen, and at HU University of Applied Sciences Utrecht.
