Zoë Kisoen is a PhD candidate and researcher affiliated with the Research Group Process Innovation and Information Systems at HU University of Applied Sciences Utrecht. Her research focuses on the application of Linked Data in government and the role of architecture in enabling semantic interoperability and data exchange.

Next to her PhD research, Zoë works as a Business Architect at Logius (Ministry of the Interior). In this dual trajectory, she combines practice and research to explore how Linked Data can contribute to a better-connected government. She holds a Master's in Digital Business and has a strong interest in architecture, interoperability and digital transformation.
Zoë aims to contribute to a government where data is shared and reused more effectively — not as a technical end in itself, but because it makes public services tangibly better. Her drive lies in connecting policy, architecture and the people who work with it every day.
